The objective of VenAmCham's Analysis and Information Office (DAEI) is to be the support unit for the Chamber's presidency, general management, executive committee and board of

directors, as well as of its member companies, in all matters concerning the production of first-line information and with added value in economic, legal and human resources matters, coming from the Work and Services Committees and from the other information sources.

This way, the DAEI, through its various publications, fulfills the function of providing consulting services to the member companies, so that they can have current information that allows them to develop integrally their business, as well as to be updated on the national and international economic and political environment.

In 2005, the DAEI research team developed useful studies and reports for the business strategy of member companies in order to promote the trade exchange and investment between Venezuela and the United States.

Among the various on-going publications of this office, we can mention:

1. Weekly Commentary: It is an analysis on facts from the economic and social environment at the national and international level. 45 total.

2. Quarterly Economic Report: There were 4 quarterly reports and 8 monthly ones on the development of the Venezuelan economy.

3. Monthly statistical follow-up of the development of issues at the Currency Administration Commission (CADIVI).

4. Quarterly Analysis of the Behavior of Non-oil Investments in Venezuela.

5. Quarterly Report on the Behavior of the Trade Exchange between Venezuela and its Trade Partners.

6. Research to determine the TOP 100 COMPANIES in Venezuela, list that is published in the BUSINESS VENEZUELA magazine, which is a reference that helps to form an idea on the current situation of the Venezuelan business sector.

Each and every one of these publications can be found on the Chamber's website, in the Analysis and Information section.

Similarly, the DAEI is in charge of coordinating and planning the agenda of the Public Policies Consultant and of the Economic Committee. This office is also in charge of organizing the Chamber's different sector committees, as well as of planning, jointly with the corresponding committee, the content of the program of each of the events organized by VenAmCham.

This Committee has focused on analyzing the effect on corporate management of the Plans "Tax Evasion" and "Zero Smuggling", currency liquidation by CADIVI, level of participation by Mercal to the client portfolio of mass consumption companies, Constitutional Law on Occupational Accident Prevention, Conditions and Environment (LOPCYMAT) and the Law Against Illicit Currency Exchange. The Committee also participated actively in organizing three events this year: Credit Democratization (May 2005), Application in Venezuela of the International Accounting Regulations (NICs) and International Regulations on Financial Information (NIIFs) (July 2005) and How to Budget for 2006 (September 2005).

A "petit comité" is formed to produce a base diagnostic of common strategies in order to respond to the new trends in Venezuelan trade and marketing; a study of the mass consumption market, growth opportunities and progress of the traditional sales channels. This study was shared with the Processed Foods, Mass Consumption Products, Marketing committees and with the Public Policies Consulting Council. In addition, a "petit comité" is created to evaluate the problems faced by the heavy and medium load transportation, with the purpose of outlining a feasible project of alliance between the manufacturers, assemblers, transporters and finance entities, based on the real opportunities and convenience under the profitability criteria, close collaboration and mutual benefit.
The committee proposes the study of the current handling of the sales forces, as well as its training. Similarly, it seeks to find out which are the factors that influence the efficiency of sales networks.

The central interest has been getting closer to the public sector. An important effort has been made to materialize the invitations to Ministery of Energy and Petroleum and PDVSA officials, partially achieving this objective. In parallel, it analyzed the impact on the operations of oil companies of the passing of laws related with workers' safety. Similarly, it carried out surveys on the country's economic and social perspectives with the scope of determining to what level they affect the sector's activities. Jointly with IESA, it was inaugurated the White Book Project, the purpose of which was to design the proposal of a strategy on the orientation concerning Venezuela's energy policy in the short-, medium- and long-term. This committee's activities have been productively integrated with those of the Chemical and Engineering Committees.

Special interest in the Law on Social Responsibility in Radio and Television, since this establishes regulations on imported TV commercials. Expectations before the surge of new advertising formats. Inability to cover the demand of transport units, inefficiency in sector operations, insecurity of journeys, stealing of the merchandise and trucks. The committee focused its efforts on meetings with the Vice-minister of MILCO (Ministry of Light Industry and Commerce) in order to alleviate the bottle-neck effect caused by the processing and paperwork required by CADIVI in export, import operations and equipment pre-purchasing. It also approached SENIAT managers on solving the problem of the return of the Draw Back, as well as CADIVI managers concerning the physical checking of at customs, inviting them regularly to committee meetings. The committee organized an extraordinary business meeting with directors from SASA (Autonomous Service of Agricultural Health), SENIAT and company representatives, with the scope of studying the upcoming application at the global level of the regulations that make mandatory the use of wood treated against plague in wooden packaging. Also, it examined some additional topics that are affecting the sector, like: the new customs fees published without complementary notes, the congestion in ports, the frequent inspections and the recently approved entrance into the MERCOSUR.

Events organized: "Crime Repression and Human Rights." It seeks to approach representatives of the Commission that studies the bill for the National Police Law. It met with the Office of Supervision and Control of the Security, Transport and Stock Custody Services (DICOSEVIP) to talk about the Regulations on Private Security Services. It considers necessary to opine and to lobby, as a committee, for the Constitutional Law on Organized Crime (LODO), because of the importance it will have on the sector. The lack of monthly statistics on events continues to be one of the sector's most serious problems.

In September 2005, there were expropriations of various properties in apparent violation of the principle of private property established in the Constitution. These actions were affecting the investors' confidence and were slowing down the real estate market. In addition, the bureaucracy in the approval of new projects, as well as the insufficiency and delay in the delivery of financial resources, have caused a delay in the construction on housing solutions, affecting the entire economy, given the huge impact that construction has on the GDP and on the companies that are part of the construction sector.

This committee organized the event "Real Estate Perspectives," An informative presentation, "Road Show," was organized for the Chamber's other committees, with the objective of familiarizing them with the quality of different professional services that the committee members provide.

The VAT retention for special taxpayers is beginning to become a problem for the majority of businesses for not being able to compensate it, which accumulates monthly work capital.

Due to Mercal's impact, the topic was analyzed deeply with experts and committee members, trying to find solutions that include the new brands, sizes and formats of the Hard Discount. During the year, various laws affecting the sector were passed, which is why the committee invited speakers to talk on topics like the expropriation of industrial plants and lands, the Law Against Illicit Currency Exchange, the Law on Social Responsibility in Radio and Television and the LOPCYMAT. The main problems faced this year were: price controls, the steady supervision by official institutions, transportation shortages, and CADIVI's failure to pay dividends.

The committee focused mainly on the coming into effect of the LOPCYMAT and it carried out meetings with public officials and university professors on the tools companies have at their disposal to comply with this law. There were meetings in which the topic of the occupational safety and health certificate was discussed: Occupational Health and Safety Assessment Series (OHSAS 18001), as a management system in safety and hygiene and a meeting with officials from INPSASEL are planned, through which the committee hopes to achieve a new outlook on the law after four months from entering into effect.

The committee's work focused on the relations between VenAmCham and the American Chambers of Commerce (AmChams) from Latin America, starting with Colombia. A committee was organized in which Dr. Eduardo Zuleta, President of the Arbitration Committee from AmCham Bogotá, participated as speaker. On October 28, a visit to Bogotá was organized, in which some of VenAmCham's Arbitration Committee members participated, where the topic of discussion was the distribution contracts and the conflict resolution mechanisms.
